Angry 100% of trains on the Dublin-Westport Line ran as planned

What is this supposed to mean?

1) They ran it with trains and not bicycles.
2) None of the trains accidentally went to Galway or something.
or does it mean that IÉ planned to have it arrive late at Tullamore anytime I was on it, only have a trolley service on days when I had a full breakfast before leaving the house, have the heat turned on in summer and no heat in winter (only on trains I was on)

I read it on the poster that has been put in Tullamore station to celebrate 92% of trains on this route arriving (somewhere) on time. I know that this has been discussed at length elsewhere and in the passenger issues section of the home page (http://www.platform11.org/passenger_issues/not_getting_there.php) but it puts my blood pressure up every time I see it. Padding and very creative statistics. I'd like to see what the "margin of error" is.
