I think it's just general track renewal and ballasting/tamping. Ride quality over the crossing has been atrocious for some time now.
I would personally wait until the bridge was complete and remove the LC/upgrade track and the same time. But given the lack of progress on the Council's side(there's been no work that I can see done in preparation) and possible safety concerns with the current track quality I'm not aware of, maybe now is the best time to do this.
Oh, and I should point out apparently the bridge isn't coming until 2013 due to the government's awful capital expenditure budget.
