Rail Passengers' Rights And Obligations

October 1st 2007

Rail Users Ireland welcomes the EU's approval of the the the third package of railway reforms. The key change for rail users is the provision of a regulation detailing rail passengers' rights and obligations.

This new regulation will protect passengers rights by enforcing basic customer service requirements in terms of information on services available, the carriage of bicycles and wheelchair as well as information on ticketing and journey options, all of which must be provided in advance of travel.

Also for the first time provides passengers with a legal right to seek a refund in the event of a serious delay. The rail operator will be required upon request to pay this refund or compensation in the form of money thus bringing to an end the rather useless discount vouchers.

The draft regulation is available on the Rail Users Ireland Website
