Not necessarily, a remote pilotman can be appointed in CTC.

I see, wasn't aware they had authority to do it from Connolly. It sums up the night then, complete lack of responsiveness from IE. These failures happen but the aftermath and IEs response is lacking again. Of course all are different but its not an excuse.
