I presume this is to do with the commissioning of the new platform and the associated signalling.

Sure is.
Under EU 1371/2007 Irish Rail is obliged to give notice of any foreseeable delay. So if a Sligo train is late off Connolly it can get in the way of an Enterprise. So delay is unlikely, and if there is Irish Rail have covered there backside
