Default DART Performance Standards

Latest Performance Statistics posted in Dart Stations show almost 100% Reliability and 75% Punctuality. These terms are defined as -Reliability : "ran as planned" - Punctuality : "no later than 5 minutes" behind schedule.
So almost 100% of Darts "ran as planned" but 25% of these were late.
I am confused - were they planned to run late?

Should really read 75% of DARTs ran up to 5 minutes late - the rest were even later !
