Default Hotel Re-devlopement in Bray

An article in the "watch this space" of the property in The Irish Times today was talking about the re-development of a hotel on the sea-front. It was given planning permission but with one strange condition, that the developer leaves enough space behind the hotel for space a second track in case they ever decide to double-track Bray-Greystones. I think this is one of the first times I've ever seen an Bord Planeala thinking wisely before letting a project like this go ahead and find in future that it has damned some key route needed for public transport.

It's not the full article because you have to be a member...you get the very very basic jist of it though
any thoughts on this?
