At about €4.5m (subject to final design and tender), yes they can afford it.

Unfortunately the government seems to be taking the easy options of massacring the capital budget far more than the day-to-day spending, so it would not be prudent to assume that anything is safe.

I suppose any rail improvements which make life easier in a direct fashion for road users will keep their cash

Wouldn't be so sure of that, haven't seen any further evidence of any work by the local authority. The sooner it's completed, the better, my train this morning was delayed by 5 minutes at the crossing, presumably due to road traffic making it difficult to close.
