Default widening Portmarnock station bridge

I saw a planning notice in a newspaper yesterday or Tuesday from some ltd. co. to widen the bridge and road on the approaches to it at portmarnock station.
I thought it was strange that the Co.Council wouldn't be doing this, surely this is why development levies are charged by the council.
