For most of the life of the state everything went into either the central fund or the social insurance fund. In the last few years, both the local government fund (mostly motor tax) and the environmental fund (bag levy and landfill levy) have been formed.

I imagine there is no harm in forming a commuting levy like they have in France where employers pay about 1-2% (depending on region) to fund regional transport projects.

Edit: we also had / have the health levy and the training levy and I think one or two more.
