My guess: Fewer buses means less routes and/or less frequent services. The result is less overtime.
Alternatively, maybe they want shiny new buses. As I overhead one driver waiting at a bus terminus talking to another driver on-board a bus just finishing his run (still following me?): "I hope you're not handing that piece of s*** over to me..."
