This is a tender for 60 to 80 pre-owned (2nd -hand) DMU vehicles. Unless Brazil or somewhere in Australia has any old stock to flog off, then a re-gauging will be involved, which should be a complex and expensive thing for a DMU.

Why won't the NTA/Dept of Transport or whoever makes these decisions take the obvious first step and refurbish the 2700s.

I note that it's the NTA and not IE who are doing the tendering. The more I see of the NTA the more I think I am looking at a disaster: the HSE of the transport sector.

Is rail going the same way as the bus service with the NTA owning the rolling stock, but with the Irish Rail responsible for operation and maintenance?

And do Irish Rail own the 2700s?

If the answer is Yes to both, it may explain why a 2700 refurb is not being pursued.

NTA own 22000s not sure if ownership of the rest. NTA have final say on 2700 refurb irrespective of ownership. By all accounts its just to costly to do it.

In that case, does what the CEO of IE has to say about investment plans have any significance? Come to think of it can IE senior management make any decisions of any significance when you take political imperatives and the dictates of the NTA and the Dept of Transport into account? I'm almost tempted to ask why do they exist.

To be very clear the NTA do not own any rail assets at this time.

We asked them why not and why they should to allow for future competition.

Irish Rail set the specification of all orders, the NTA review the business case and then hand over the cash. The lease arrangement is different (capital spending vs non capital)
