New online fee angers train passengers
State's railway operator brought in credit card charge for those buying tickets on the internet two weeks ago

...

(Mark) Gleeson said the reservation system still does not operate properly. People regularly reserve seats only to find there is nothing to confirm this when they board, and they may find someone else sitting in their seat.

“You could have four people ending up in four different carriages,” he said. “Since we’re now paying a charge, we’d expect the reservations to work.”

Is there now a charge for credit card use if you buy of a machine in the station?

If not, it makes a mockery of the reason given for introducing the charge.

No, you can use the exact same credit card at a vending machine or a booking office and there is no extra charge. In fact it probably costs IÉ more if you buy your ticket from a vending machine or booking office, because they have to maintain the machines and pay staff.

As if anymore proof was needed I'm currently sitting on a 22k in Heuston no seat reserved signs to be seen either in paper or electronic form

Mk4 on the way back was the same, that said kudos to the ticket checker onboard who offered to bump me to first despite finding 4 seats to myself in standard.
