Stuck on the enterprise and trying to find out whats up I finally found this..
Northern DART and Commuter Disruption by Corporate Communications
Due to a signal failure between Howth and Howth Junction there are currently no services operating between Howth and Howth Junction.
There is also a 20 minute delay to Malahide DART services and northern Commuter services.
Dublin Bus are honouring all rail tickets at this time.
Iarnród Éireann apologises for any inconvenience caused.

As usual no details on the time this started at, or when it will be resolved

Here we go
Services have now resumed between Howth and Howth Junction by Corporate Communications
Northern Commuter and DART services are returning to normal after earlier disruption due to a signal failure between Howth and Howth Junction
Though clearly things are not moving
The 08:45 Howth-Bray arrived Blackrock 09:46, 18 minutes late, with the driver announcing a few times along the way it was terminating in Dun Loaghaire.
Reliability stats will be interesting.
Platform displays were useless too - when this train arrived in Killester, displays were reading:
1 Bray - 6 mins
2 Greystones - 7 mins
3 Dun Laoghaire - 12 mins
despite the fact that the train was already there, and was terminating in DL.

I happened to be on the Enterprise at the time, we stopped outside malahide for 10 minutes with no announcement as to why we were stopped.. I checked irishrail but nothing was there or on the translink site at that time... as we started to move i checked gain and the Irish rail site had updated. Still no announcement (which was unusual) as to what the delay was... I told some passengers what was happening word was passed down the carriage :D
