So the Minister for Transport announces (http://www.rte.ie/news/2008/1217/cie.html)that CIE will have to increase fares and 'rationalise' services. How then can CIE not be issuing any press releases to that effect - attached?
Is there no management structure whatsoever there?

Plenty of fat cat management going on in there. If anything there are too many levels of management
The whole structure of CIE and its total failure to provide anything resembling a public transport service is something we are looking into at the moment. We have already discovered some fairly shocking wastage.
Next challenge is find the names of the Irish Rail management team CEO, Intercity and DART anywhere on the CIE group of website.

These shadowy characters in high level management are supposed to be providing public transport but at the first sign of trouble they slash and burn public services to make sure their snouts stay in the trough.
It isn't just a CIE thing but they have had a lot more experience of doing it than say the HSE or FAS.
Trust us, it is something we are actively pursuing.
