For us losers without broadband what is the video about?
basically its a car-to-railway adapter - you put your car onto this railcar type thing, hit the acceleator and the car wheel powers a rail axle.

I hopped around on double-deck trains in Toronto a wee bit when I lived there. They were custom-built locally for the Government of Ontario public transit enterprise in the 70s. They look like this:

these are primarily suburban trains - i.e. about 90% of the stops are outside the area served by the TTC subway - connecting between a limited range of Greater Toronto destinations and Union Station (city-centre terminus). Really fun and comfortable to travel in, apart from at the worst of commuter peak, of course.
Before I came back to Ireland, I did the North American version of the inter-rail thing. Occasionally I would spot other examples of the double-deck and exclaim that they had stolen the Toronto trains. They're now made by Bombadier. I don't think we'd ever get them without some serious surgery...although it still gets mentioned in the UK occasionally. One of the tricks is bringing the bottom floor much closer to the track...but even at that, it would be quite a stretch!
Spain and Sydney Australia have double decker trains. I also remember seeing them around Europe back in 1992 when I was inter-railing. I think the what is being laughed at above is when you have a single carriage of a double decker.

One thing that strikes me is the number of junctions in that clip - they must have (or had) some rail network in England.
