Just curious about something.

Do Irish rail get a fixed fee per pass or are they paid by the number of journeys made?

As I understand it, they get a lump sum that is completely independent of the number of journeys or the number of passes, and the sum has remained frozen for several years regardless of the increase in the number and use of passes. It's not even funny how broken the free travel scheme is and how it is killing the state transport operators.

I was wondering as I do see the same people who regularly use their passes to make what would be expensive journeys on a very regular basis.

If Irish Rail received fail value for each pass usage, say 75% of the fare they probably would not be in the financial mess they are in.
