Missing Bolt

While standing waiting for my train at Dun Laoghaire this morning, the northbound train coming in to the platform seemed particularly clunky as ran over a rail join. After the train left, I noticed a bolt was missing on the rail join (ie only 3 bolts instead of 4).

It was on the rail closest to northbound platform just at the join at the bottom of the steps from the concourse.

Should this be referred?

In theory you only need 2 bolts on slow sections of track
