What's the point? More progress on Metro North and the Interconnector please

Metro North is at the very final stages of planning outside the control of the RPA. Interconnector railway order will be with us in the next 3 months or so
Regardless of the state of affairs the RPA has been told to progress all projects to railway order stage

Near the section of the Red Luas line traversing O'Connell Street, there's an opening of the walkway that has a Metro North logo on it.

They seem to be doing site investigation work. The current Luas transformer station in the O'Connell Street median south of the Luas line is proposed to be moved to a similar position between the GPO and Clery's.

I wonder why it has to be above ground and on O'Connell St at all. It's an awful eyesore.

Ease of access. Practicality. Reliability of service.
If it breaks down or needs maintenance, it is alot easier to fix / maintain when it is above ground. An extended period of outage could easily affect the luas.

Isn't the bit above ground just a vent for an underground structure? I always thought it was.

The overground bit is just a vent (they had hoped to surround it with a kiosk). The underground bit is the size of a bus.
